I give free estimates and I include the trip charge into the estimate ($40 in my case). If I am going to charge $200 for the labor, before I tell the customer the final price I will add the trip charge to the labor and then let the customer know that the labor is going to cost them $240. I rarely ever tell them that I have a separate trip charge.
I do not charge $40 to go out to their house. I only get paid the trip charge if I secure the job.
If you talk to them on the phone and the job is going to take some troubleshooting to come up with an estimate then you can reasonably charge them your minimum charge (ex. 1 hr time + trip charge) or whatever you want. I do not work for free if there is troubleshooting that needs to be done. I hope this answers your question.
